When you are signing up, or will they always stick to their pre-set plans/prices?

It depends on where you want a membership. Some places where I am try to lower the price or the membership fee or something like that when it looks like you are going to walk out the door, but some are sticklers to their prices. My advice: go to all of them in your area and ask about joining. You will quickly see which ones are negotiable. Good luck

Why would they bother letting people haggle on the rates? Look outside the office while you are signing up, and there are more people waiting to sign the papers and pay the fees. If you don't want to pay, someone else will. They don't need you nickel and diming them.
