Actually, sex was ordained by God for a husband and wife. Only the animals, prostitutes, whoremongers, and concubines have sex outside of marriage. But, if they turn away from that sin, ask for forgiveness, and never go back to that kind of life, then they can be forgiven and start to live a moral life.
Christians who follow the instructions of the Bible will be obedient to God, respect their bodies---which are the temple of the Holy Spirit--and they will refrain from sex until marriage.
It's not a control tactic---it's a thing called "obedience". Animals have no self control. They mate when they feel like it; they mate without prejudice. We're human beings with souls, the ability to reason, to be self-disciplined, and to restrain ourselves from acting like animals.

And does it control it effectively, when there are so many people that get married, then divorced? I'm not saying divorce is a sin; it's the right decision for a lot of people. But if it's not ok to have sex outside of marriage, why is it ok if you keep getting married over and over again?

Absolutely. And in response to a certain PeskyWabbit, if you teach an animal to be obedient, you have control over it. So saying it is not a control tactic because it is obedience is one of the most idiotic things possible.

Its more of a way to express their own short-comings and sexual desires that they don't know how to fullfill. They repress their feeling and attept to control others to relieve the tension within and to reassure themselves so that they can deal with their inner pain.
So its more than just a tool, its a symptom of their own illness.

Sadly yes, the reason being is that they equate holiness with sexuality-so they are implying that sex before marriage is dirty, unclean, sin well God created it to be clean, healthy, good. So ya man has twisted His words to fit their agenda. If you think about it sex has nothing to do with holiness, when Jesus died for us that act covers us with his grace. So yes people have been taught wrong and we have been following something God hasn't said was sin. i was a victim of that and God opened my eyes.
