Although this question assumes facts not established, I'll answer according to parameters defined in my answer.

You no doubt have heard we're nearing the end of the age. Each age ends with a "Babylon".
The first age ended with Nimrod, the confusion of language and the scattering of the descendants of Adam.
The second age ended with Rome, the fourth and final empire to occupy the city of Babylon and the confusion of the priesthood (we have no king but caesar) and the subsequent scattering of the Jewish people.
The third age ends with Mystery Babylon, the unholy Catholic church.
The fourth age (yet future) ends with Satan being released from his chains to deceive the inhabitants of the earth before this present heavens and earth burns.

The prophet Daniel wrote details of his vision which clearly set forth the circumstances that would culminate the age appointed to Israel. It happened just as he wrote 400 years earlier.
The prophet John in the Revelation of Jesus Christ penned the vision that includes the culmination of this Church age.
John wrote of four horses of different colors, describing each in terms that would provide us in our day with clues to understand the signs of the times.
Those circumstances are unfolding around us as Satan is hobbling together the strong delusion, that they should believe the lie. Here are the four pillars of this delusion:
The white horse representing evolution theory which establishes white supremacy as "science". This supplants the truth that God created the heavens and the earth and hath made of one blood all nations of men to dwell on all the face of the earth.
The red horse of communism supplanting God's law.
The black horse of ruthless capitalism protecting oil interests at any cost, and a counterfeit money economy. This supplanting God's just balance and fair measure.
The green horse of Islam supplanting the worship of the true and living God with the fear of man through terror.

Earth is ground zero for Satan, if you recall, he was perfect in all his ways in the Garden of God. So he doesn't "return" to earth, it was here that iniquity was found in him, and here that the battle has raged these 6,000 years. Though he maintains a presence in the dimension of God as Job pointed out, earth is his hangout.

I think the devil is earthly at all things without God.. Thoughts, actions, lack of action, tongue, mind etc.. We create the devil in the earth.. Problems are an illusion of the mind... See we make things hard. If all of life here on earth were great and spiritual, we wouldn't need to find God.. He wants us to seek him.. And when life is going great we put him on a back burner, and when things go bad, Then we need him.. He will always allow great temptation from the devil if we act as if we can accomplish ALL without him.. Use him to do good.. resist the devil and he shall flee..

once the government can successfully create a character that looks like satan, so the neo-cons can fabricate the apocalypse and kill off all nonchristians....or have they already and time is just the issue now...ummmm, makes you think

he already set it up just look at all the hate in the world and the killing going on. but his days are almost over his kingdom will fall cuz Jesus will be back.
