Even in relatively small amounts chocolate is poison to cats and dogs. Chocolate contains caffeine and theobromine, two different types of stimulants that affect the central nervous system and the heart muscle, as well as increasing the frequency of urination. For a cat or dog to lick the remains of an ice cream from a bowl is unlikely to cause any harm at all unless the animal has a specific medical condition already.
However, if the animal was to eat a larger quantity of chocolate he may become very sick indeed and develop vomiting or diarrhea. When the amount of chocolate eaten is excessive, symptoms can include restlessness, hyperactivity, muscle twitching, increased urination and/or excessive panting. White chocolate has the least amount of stimulants and baking chocolate or cocoa beans have the highest. A better idea is to buy chocolate drops which are made specifically for pets, as they will not harm your pets' teeth.
On a side note: I have a friend whose dog ate a whole bag of chocolate chips and was fine. It was a basset hound.

Because it has a chemical (theobromine) in it that could kill your dog.
WHY would you feed something to your pet that could make it die???
For some dogs one time with chocolate is enough and they can die. There have been a few who have died from eating the coco mulch that people put out in the flower beds. It is made from coco beans shells and it smells nice but can kill pets.
Why take a chance?
Besides there are many other things dogs like far better than chocolate. Like cut up hot dogs, peanut butter, carrots, dog treats, why feed something dangerous.

Chocolate contains a chemical called Theobromine that dogs' livers are unable to process. Dark chocolate has more of it than milk chocolate, so a smaller amount of dark chocolate can cause more harm, but all chocolate should be avoided. Hundreds, if not thousands, of dogs die every year from "chocolate poisoning".
