basically when ever you can get out there. but the best time is to fish as the tide is falling go around the mouths of the creeks, rivers or by an inlet or try to sight fish for them in the flats during low tide. if you find managroves fish around those during high tide.

Always fish with the tide for best bet one hour before a incoming or outgoing and they cant resist live shrimp

SeaSea is right. And a good surface lure (Rapala, Chug bug, etc...) get good results too.
