10-4 is a very old military/ or broadband code..Meaning "oky"
or or acknowledged.
It is short for all citizen band/ broadband users so it does not get in the way of "actual content" in radio communications.

10-4 originated as a CB radio answer. It is one of the so called "10 codes". 10-4 means "understood", or "copy". 10-20 means "what is your location", or "my location is". There are many more 10 codes.

Okay, got it, yes, roger that, etc. Basically, it's a military term used to tell someone you heard 'em and you're on it when they tell you to do something or ask you for something.
