You have to sand it down until you hit leather.

When I used to help at the shoe shine shop, we heated the boot up with a little sterno, then used a sos pad to take off the bulk of it. If you have nicks and scrapes when you are done, you can fill them in with some extra kiwi if need be. Average time on this type of boot was 45 minutes a boot. And we charged extra for it as well. Never used leather luster. It's not good for the boot no matter what anyone tells you. We also used a very thin coat of future put on with a cotton ball to add shine back to the boot. A lot of future will ruin the boot as well, so be careful. In order to reshine after using future you will have to heat the boot again, lightly, and rub with a soft cloth. It helps to loosen the layers of kiwi and future.

If you put leather luster on your army boot you should know that you will not be able to spit shine them any more. The only thing you can do is use steel wool to sand them down, and paint another even coat of leather luster on. Once you have done this for a while they will start to look like crap. The next boots you buy you should just take the time spit shine, because it will look better. Leather luster only looks good for like the first 4 or so coats.

try saddle soap, you can find it in alot of places
