A lipoma is a fancy word for lump of fat. And no it is not harmful but is sometimes removed because of where it is located or because it might be thought to be something else.

absolutely not. its a 100% benign tumor of fat cells.
it remains sataic or may grow slightly in the years to come.

its harmless and usually should be left alone. surgical excision is recomended if its cosmetically awkward and psychologically worrisome.
ignore it and it will go away
