Maybe at some point it had meaning, but now I think the neighborhood kids just do to see if they can get the shoes up there. It's pretty hard to get them to wrap around that stupid little wire.

It means some kids were having a good old time in the neighborhood. They swiped someone's shoes and hung 'em high.

I don't know about your neighborhood, but when I was in the Army we use to throw our boots over the wire when we were getting ready to get out.

One of my youth pastors who is an ex-druggy said that the amount of shoes on a line told you how many people sold drugs in that place or how much drugs were there or something like that.

But it all depends what neighborhood youre in..Ive seen it as a cruel prank b4, ive also seen it as respect for the dead who once wore those shoes..

someone could possibly tried to make a sort of swinging weapon out of their shoes to throw at squirrels crossing electrical wires
