If you think about it, here in California they are building housing tracks at lightening speed, but no extra power plants to absorb some of the strain from our current plants. Also, the houses being built are ridiculously large (3700 to 4000 sq. ft) for one family. Just cooling one house that size could cool 3 houses of a more rational size. The population is way too large here, for the power companies to not be upgrading and the news showed that the equipment is not up-to-date either. There are many issues involved, but the main one is that we are a "spoiled" state and no one wants to be even a little uncomfortable. My AC is set at 80, and my husband is a quadriplegic. We do what we can with fans and closing the blinds in our house. I think everyone should do a little more to save energy.

California lies in the bed that they made. Because of environmental regulations and other restrictions, it is costly and time-consuming to build new plants. Until some of these restrictions are eased, expect ongoing problems in perpetuity. As to the question of appliances, you are right but I would go further. I would mount a MASSIVE public-service-ad campaign telling people that they could help solve the problem by UNPLUGGING televisions, VCR's and the like, which still drain power even when they are not running.

Did you know that Electric is cheaper after 6 pm. I do not use my A/C until after 6 pm. In LA their are many homes that are worth in excess of one million dollars, do you really think that those people who sit home all day and do nothing are going to shut off the A/C?
They drive SUVs and Hummers and they could care less what the Electric bill is. I know a man there that spends $1000 a day on Cigars alone. Please support a minimum wage increase.

I do live there and we do cut back. the problem is that with so many "Tree Huggers" in the state, a new power plant has not been built since the 70!s and the population has doubled since then. It's a Supply and Demand issue.

i live in southern California, and yes there is a bit of a power problem........ and no i don't think i should turn off my appliances...at mean i am still paying the power company for every electricity i use..............they are still getting their money right.
its not like they are giving away free electricity anyway..
