are chest/assault vests usually included in full army kit?

It'll depend on what field the person is in, and what the mission calls for. A mechanic, or clerk obviously won't have a need for an assualt vest, so won't be issued one. A-vests are usually used by special operators, in an urban or close quarters type mission. Pilots are also issued one for it's portability.
