I find a cool/cold shower doesn't help but what I DO find most helpful is a cold (with just a tad bit of hot water) bath. I find sitting in the cold water so much more effective than the cold shower. You can litterally feel you body temperature falling. Also I find after a cold bath, I stay cooler for longer than if I'd taken cold shower.

I sympathise with you though, this hot weather doesn't agree with me either :o(

Run a cold shower
Get a candle
Get out some ice cubes
Get out your biggest cocktail glass
Mix yourself a kon-tiki coctail (coconut juice, banana puree and
guava juice. passion fruit will do if no guava.)
Put some ice blocks in your glass.
Garnish the cocktail with your favourite coctail sticks.
Pour a badedas bath liquid in the bath.
Place your cocktail on the flat surface behind the taps
Now slip out of your dress and put on your bath robe
You remember that candle? light it and turn off the light.
Place the candle on the flat surface of your sink.
Remove your bath robe.
Slip slowly ino the shower( even though there's a heatwave diving headfirst into the shower can give you hypothermia)
Did I hear you say AAAAAHHHHHHHHH!
By now your partner would have loved your antics and join you for that shower.
Spend at least 1 hour in that shower. 3 if youre not alone.

PS: If you are a single lady, call me ,let me mix you the 'wild passion cocktail(Passion fruit, Orange and Mango)
My hands are rough because Im an hands on field engineer by profession but I have a wicked way with aromatheraphy oils

Keeping your head and neck cold really helps because that is where most of the heat is. So splash cold water on your face - or get a very cold wash cloth to put on your neck and have a popsicle! Or better yet an extra large slushie. Just beware of brain freeze.

Keep your hands and wrists wet if you can, soak your hands in cold water up past your wrists, put water on the back of your neck, sit with your feet in a bucket of cool water, sit in front of a fan.
Not very practical at work.

If you're in the UK. come round to my house. undress. i will open my fridge and freezer door and stand and fan you with a newspaper (you can choose the newspaper). The wasted energy would be terrible waste of the worlds energy resources and the carbon emissions alone would contribute to at least 23 species of frog dying in Mongolia, but i think you're worth it. I would do that for you. kill frogs.

I filled a spray bottle full of water and sprayed myself whenever i got hot, but dont do this if your in the direct sun, little droplets on the skin magnify the sun and cause you to burn. and i found aswell I put really cold water in it and it kinda sent my nerves into shock, make sure its not ice-cold,

Run cold water over the veins in your wrists. The blood is the best temperature regulator we have.
