I'm glad to see the consensu of answers that the traffic Entering the freeway must yeild to the freeway traffic. Michigan has some helpful billboards that show a car trying to get on a freeway in front of a big truck. The caption says "Pick your spot and GO." The point is for a car getting on the freeway they have the responsibility to safely enter the flow of traffic, not that they must slow down at the end of the ramp and wait for the lane to be open.

The entering vehicle yields to the freeway vehicle.
Passage from DMV Handbook: "Enter the freeway at or near the speed of traffic. (Remember that the maximum speed allowed is 65 mph on most freeways.) Do not stop before merging with freeway traffic unless absolutely necessary. Freeway traffic has the right of way."
