I don't believe that we have the technology yet to change genetics. Perhaps your "friend" might be interested in studying genetics, maybe being the first to discover a new way to help transgendered people feel whole and complete? You never know what can or cannot be done, science is still in its infancy of discovery. I'm sure there are possibilities, but at this point and time, I don't think they've been uncovered.
Think about it, a long time ago, I am sure people would have said "SEX CHANGE?? are you insane? You can't do that!!" But of course we know this is not true today... It took persistence, time, and discovery to get to the point we are at today.
+++++++++++++++++++++++++++++++++++++
Now, here is some information I dug up.
"Sex in humans is usually determined by four factors:
1.) Chromosomes
2.) Gonads (Ovaries and/or testicles)
3.) Hormone status
4.) Primary sex characteristics, sometimes also secondary sex characteristics"
Not all of these factors can be changed, however:
1.) Chromosomes cannot be changed.
2.) Gonads can be removed, but not replaced
3.) Hormone status is easily changed
4.) Existing sex characteristics can to some extent be changed; existing ones mostly through surgery, non-existing ones can be induced to grow through hormones."
This was according to wikipedia.org, http://en.wikipedia.org/wiki/Sex_change
+++++++++++++++++++++++++++++++++++++
Now, again... At this point, the "chromosomes" cannot be changed. But years and years and years ago, neither could one's genetailia.
Get studying! There could be an answer for you, you just have to uncover it.

A sex change is a long process which takes years.
First of all, a doctor will not simply give you the surgery just because you ask for it. You first have to live as a member of the opposite sex for a full year. This includes hormone therapy (taking hormones which redistribute the fat of your body and adjust your brain and body chemistry) and fully living as that sex for 365 days.
The person also needs to see a doctor on a regular basis to assess the progress and how the person feels about it.
If the person is truly transgendered and 100% sure of their decision, they can get the surgery.
Male-to-Female surgery is very effective. The person gets working genetalia - the internal organs are not the same of course, and she cannot have her period or get pregnant. But externally, everything works, and she can even engage in full sexual contact. This surgery costs about $25,000.00
Female-to-Male surgery is much less effective. The person gets something that looks like a small penis, but it does not function. He urinates through it, but cannot get an erection or engage in sexual contact without implants with which he can manually inflate it. This surgery costs about $100,000.00
If your friend is serious, s/he needs to talk to a doctor, not strangers on the internet.

Personally I would recommend a .38 to the temple BUT... you can NOT change genetics once they have been established. At least not yet. That is why doctors put these freaks on hormone therapy to help change the characteristics of their former sex... not to change their genetic makeup. Appearance is one thing, genetics is another

I know that they give you hormones that help with the change prior to any surgeries. But as far as changing genetics I don't think so. But check www.webmd.com
