If you mean in America then NO, you can get the forms online free but when you go to the embassy to submit them, THEN you pay the fees. You can download the forms from the immigration website & find out the fees for the kind of visa you want to apply for. My husband completed this process recently.

No darling, they are free, the fee is payed when the applications are submitted. You can go to an INS office and pick em up or print them fromt the Immigration website. Good luck in becoming one of us, maybe the hatred will end there.

You can just print them off the internet if you go to www.uscis.gov and on the right hand side of the page click "forms" and you'll see a list of forms. If you're going to naturalize (become a citizen) you click N-400.

No you usually don't have to pay for such things. Do you know you can download almost anything nowadays from INS.
