Did you know that beginning December 31st, 2006 everyone entering or leaving the US will need a passport to visit Puerto Rico?
If you are in the states and visit PR a lot and don't have one, you better start working on it.
If you are in PR and visit the states often, you will need it too.

It does not apply to Puerto Rico, because PR is a US territory - per the website that you posted:

"Will this requirement apply to travel between the United States and Puerto Rico or the U.S. Virgin Islands?

The Western Hemisphere Travel Initiative will not affect travel between the United States and its territories. U.S. citizens traveling between the United States, Puerto Rico, the U.S. Virgin Islands, Guam, the Northern Mariana Islands, and American Samoa will continue to be able to use established forms of identification to board flights and for entry.

We are traveling to the Caribbean in November on the Princess Cruise line and the informed us that we do not need a passport at this time to travel there but after Jan. 1 we will need one if we wish to travel there again. We are in the process of getting ours anyway just to be on the safe side.

In the proposed implementation plan, which is subject to a period of initial public comment, the Initiative will be rolled out in phases, providing as much advance notice as possible to the affected public to enable them to meet the terms of the new guidelines. The proposed timeline will be as follows:

* December 31, 2006 - Requirement applied to all air and sea travel to or from Canada, Mexico, Central and South America, the Caribbean, and Bermuda.
* December 31, 2007 - Requirement extended to all land border crossings as well as air and sea travel.

You interpret it however you like but I am traveling with my passport.

Per your Link Is you're a US citizen and You're only traveling to Puerto Rico..You don't need a Passport..

YOU ARE MISINFORMED...ONLY THOSE TRAVELING TO PUERTO RICO FROM OUTSIDE OF THE US WILL NEED A PASSPORT.IF YOU ARE FROM THE US AND TRAVEL TO PUERTO RICO AND THEN TO A NIEGHBORING ISLAND (NON- US TERRITORY) YOU WILL THEN NEED A PASSPORT TO EITHER RE-ENTER PUERTO RICO OR RE-ENTER THE STATES.

Yes, I have a passport and it is good for another 6 years I think..
