As long as it's not sexual yes. I sleep nude and have run into my children in the middle of the night on my way to the bathroom. I have three kids and have seen them nude plenty of times, I changed them for the first 2-3 years of their lives, have had to look at a rash on privates, etc. I have no qualms about changing in front of them (the oldest is 10) or vice versa. It's just a body, It's not like I'm a pervert getting a kink out of it. However I would be worried if mom/dad/grandparent etc. liked to be naked in front of the kids or vice versa and did it all the time, then I would think abuse.
I think sometimes people are so afraid of being called abusers or are ashamed of themselves that they hide their bodies even when circumstances are accidental. (walking in on a showering person etc.) and thus it teaches children to be ashamed of their bodies in return and to hide them. Maybe I'm just a nudiest at heart.
I also think there is an age when it is no longer appropriate for children/adults to be naked together, such as when the child begins to go through puberty or becomes conscoius of the difference and it makes them uncomfortable.
I think brothers and sisters are more likely to not be nude in front of each other at a younger age then are brother to brother or sister to sister.

My Mum Dad and brother all see me naked many regularly and I have often seen them naked also - getting changed or in the bathroom. It's no big deal

No not realy but if your just being silly and having a good time then if say like your sister were with you and you flashed some one that to me I guess would be fine/ or if you are both out shopping and its easier to use the big stall to try on clothes together then whats the big deal.

Well you know, It depends of lot of things.
Education, ethnicity, and religion. And shame level of everypart of family. It's so individual in every family.

i think so my cousin has and he is 17. he is 2 years olde then me. when we go camping i don't care who is in the tent, as long as it is not an aunt, uncle, grandparent, parent or brother. i just strip down and change.
