I am uncomfortable with telling you which diets to use while you are 13 years old. I do not have enough information about you to know if you should lose 15 pounds or not. You are at a time in your life where you are developing and your body is changing. You need to make sure you get all the nutrients that you need. You may be able to change your eating habits in order to lose weight but I do not even know if you have bad eating habits.

Rather than dieting, you would be better to just cut back on your caloric intake, and increase your activity level. Diets are destined to fail, because they are a temporary measure, and your body thinks that it is starving.
Just change some small things. Air-popped popcorn rather than chips, diet soda or water rather than regular soda or sugary juice/sports drinks, and the like, will help and it is a change you can continue.
Do not obsess about your weight, you are just 13 years old and still will get taller. Slow weight loss, or maintaining your weigh while getting taller, is better than a crash diet. When you lose weight fast, your body will but it back as soon as it can, and add some for good measure. With a gradual weigh gain, your body adapts to the changes.

Diet and exercise are the only proven ways to lose weight and keep it off. Start walking more. Even if you simply ask your parents to park in the furthest parking spot and walk the extra distance to the stores... those small things add up and it doesn't feel like exercise.
