I think that a tail up in the air means the cat is happy :O) Agitation is shown by a cat that swishes their tail back and forth.

Here's a little something on cat tail communication:

Like how does he put it up in the air and cats tails are up for balance. Thats why they can walk on the fence.

It's a Tom Cat. If it's a Male, then it's for marking territory. They spray urine on the place to mark it, almost like a Male Dog, but it smells terrible. If it's a Female, then she's gets excited when she see's you or even when you touch her, she will do it as well.

Actuslly all of these answers are correct..(they're all possibilities) but usually since you didn't mention anything about bad temper then it's happiness...it wants you to carees it (usually happens to the first person that wakes up in your house!)

I've always read that if their tails are up, they are happy. If it's whip-snapping, he's annoyed. Bottle-brushed, ready to attack. Down low, scared or just blah.

They use their tails for balance and this shows that they're proud.

It shows agitation. Not necessarily bad.
He might just be excited by a new situation.
