Not sure of the size of the bathroom or if it is a public office or an office in your home. But anyway, I would get some nice prints to hang on the wall. You could probably pick them up for $20-$49 each.
A nice brush nickel toilet paper holder and tissue holder would also go well and run you another $40-$50.
A nice wastepaper basket (that can match the above items) for about $20-25, and finish it up with a plant (either live or artificial) to complete the look.

Number one is spot on with their answer, though admittedly I still use that archaic word. I usually tag onto it, the word "beans" however.
Awesome is also not something I'd attempt for an office bathroom, given the fact that hopefully You'll spend less time in it than you will in your OFFICE????
Consider it's purpose, and your need for having it at all. It will never be a showplace, and certainly should be clean, but not invite anyone to "Linger" strictly.
Take the $250, and enjoy a week or two of great lunches out. With the change, get cleaning supplies, maybe even a gallon of paint. Get rid of the magazine rack, the wall mounted phone, the dollar bill printed toilet tissue, the MOOD lighting, even the Muzac piped in, and GET yer butt back to the office.

I would start by painting a warm color like yellowish gold. Gidden makes a nice one called "Newborn".A huge plant will really make a difference, as will any art work. Add a nice trash can, a magazine rack, a small chair. To make this look cohesive be sure that all the things you buy match in some way. For example, all wicker, bamboo, stainless steel, wood, or even by color.

I would get a vase in a color i liked, so i could bring in fresh flowers every week.
something artistic ( painting, sketch, water color, whatever you like) for the walls.
hand soap, moisturizer for hands, the anti-bacterial stuff for hands.
there are neat pumps you can buy to hold lotions like that to make the area look shape and color-coordinated.
Several fresh lemons for a lovely, cooling scent.
Maybe an ipod nano.

a fan......Oh I see what you mean now! What about a fresh coat of paint...color each door a different color and put posters on the insides of the door...at our zoo they have posters about animals and their bathroom habits.
