Seventeen is a young enough age that your boyfriend
is more then likely still into video games.
Get him a gift certificate to the software store at your
local mall. Go with him and let him pick out an XBox
or Play Station Game (If he owns these game systems)
If the games are too expensive for you to buy outright,
then just give him a $20 gift certificate and allow him to
use it towards the purchase.
If you don't have a lot of money, make a picnic lunch
and go to your local park. Spend the day with him.
You don't have to spend money on someone to make
their birthday special.

burn a cd of the songs of your choice... then he can listen to them and think of you !
or give him a nice wallet - he will always carry it around and think of you ! its a gift he wil put to good use
see if you can find a nice jumper or cap (if hes into caps) wont cost the moon and will make him smile (as you specially selected if for him)
if you're really not sure, gift vouchers are always there.
of course a card with any of the above! enjoy :)

Just give him a card and something small. If you give him something bigger or more expensive than what he gave you, it could make him feel pressured and scare him off.

why don't you cook some dish or maybe take some pizza or his favorite food and prepare a picnic for you both in a quiet peaceful place.. ^_^
