I suggest this beginner routine for about 6 weeks if you are truly a beginner. You can increase it if you feel it is not enough for your fitness level.

30-45 Minutes of Cardio (Treadmill, Eliptical Trainer, Bike) 3 times a week.

8 to12 Reps of Weights on Chest Press, Overhead Press, Leg Extensions, Bicep Curls, Pull Downs. Do a comfortable weight that is a bit hard to complete the 8 to12 reps, do this 2 times a week with at least 3 days in between sessions.

This is a very beginner routine that will help you loose weight and begin to build and tone some of the major muscles. As you get comfortable with this, you should add in more weight lifiting excercises for more muscles, at higher weights and more sets.

If you're weight lifting, 30 minutes is not sufficient for anything. In all reality, you have to spend atleast 30 seconds per set, otherwise you're not doing a sufficient amount of reps or you're doing the exercise way too fast. After each set, you should rest anywhere between 30 seconds and 3 minutes, depending on the weight you used. You should be doing around 3 sets per exercise and 5 exercises per gym session, which comes down to 45 minutes to 1 hour. Do 8 reps per set as a beginner, but make sure that you choose a weight that makes it difficult for you to do a 9th rep. As a beginner, train 3 times a week (mon, wed, fri) and take the weekends off. When you're more advanced, do 5 days a week or even 6. Just make sure you're not working the same muscle group within a 3-4 day period. For cardio, do interval training for 30 minutes, but cardio alone is worthless. Don't do cardio before weight lifting, do it directly after. Or do it on the days you don't weight lift.

This depends entirely on your goals.If you're trying to get stronger and be able to move more weight then you must take longer rest between sets.So for this a 30 minute workout may be too brief but again it does depend on your goals.You haven't included very much info to work with so that's my best shot.

Might be a good rule of thumb...
it totally depends on the exercises you do...
it might be longer...
and you're only a beginner for a couple of months before it's time to strat stretching out that work out plan.

Your right, it is 30 minutes a day, three days a week.
