OK, aside from the usual things that made a photo "good" like correct lighting, composition, angles, emotional content, etc. I think what makes a photo great is if it actually tells a story or gives more that just an aspect of a captured moment.
This means going beyond simple crying people, angry rioters etc. I am talking about capturing the true essence of the moment. A great photo answers the 5 W's with out having the person think at all, it is just there. That, to me, makes a good photo, GREAT

Unfortunately there is only one answer to this and you will get millions of results.
THE VIEWER.
A photograph is only as great as the person who is looking at it thinks it is.
Just look at results of photo comps and see if you agree with the winning entry. It'll be almost certain that you will pick from other entries.
Also a photo is great when the person who has taken it thinks it's great.

A simple random shot of someone, without them knowing you are there. No props or Q's that you are about to take the picture. Just a photograph for no particular reason.

When it's unique and totally different from anything anyone's ever seen. Like from a different angle, play with the lighting and make the light and dark contrast alot is cool for certain pics. I think creativity is the biggest thing.

Composition is very important, it can make something boring look interesting or if not done right, make something beautiful or interesting look crap. Focus and being developed well helps too. Oh, and don't get your fingers infront of the lense :) done that so many times at gigs and ruined the pictures.

A photography is great when it depicts the mood the photographer intended. Now, that doesn't mean it's great to everyone... but it is a great photograph.

the way they women poses for a camera and how you want them to pose for you in a certain way that would make them look great for they film artist who would hire them to do like fashion modeling some year or they run way fashion show.
