If we look at Scripture we see that there is no authority given except what God has provided. I think that there is a real disconnect people have between God and Jesus. If we would look at Jesus as God, we would see that war was very much a part of His people's lives. Yet we tend to think that Jesus is a pacifist, shrinking from the idea of war. Jesus and God are One, and in so knowing this we have to think that this authority is set up by Him.
In answer to your question, Jesus sets up authority in His timing and for a season. We may not always understand or agree with that authority, but we must honor it because it is from God. I believe that Jesus will say to those you have asked about - "Well done my good and faithful servants."
