One of the sweetest sounds in the world is the sound of a woman laughing - especially if she is enjoying the cause of the laughter!
Since tickling feet is not considered as much of a sexual advance as tickling the sides and armpits (where you might accidentally touch the breasts as she flails to get away) and since the feet tend to be among the more ticklish places on most people, it is easy to understand.
