cutting skin head?

If the hair you're cutting off is dry and damaged, then shaving it all off will get rid of the damage for sure, and the new hair that grows in will, of course, not have the same amount of damage. The hair will be healthier by the mere fact that it won't have been exposed to as much sun, harsh treatment, and/or chemicals.

As for your hair being straighter when it grows back in.... No, it probably won't be straighter. The amount of curl in the hair shaft is determined by the shape of the hair follicle. If the follicle is round, the hair grows out straight. If the follicle is oval, the hair is wavy, and if the follicle is flat, the hair is curly. So shaving your head probably won't change the amount of curl in your hair when it grows back.

I do know of an instance though, where a person's hair changed from straight to curly when their hair grew back in after Chemo treatments.

That depends on why your hair is dry in the first place. Bic-ing your head won't make your hair grow straighter, but if your hair is dry or damaged from chemical treatments or sun/salt exposure, the new hair will be healthier because it's all new and undamaged.

Cutting your hair does not change it. It just makes it shorter. It will seem to grow back in a little thicker at the very first, but that is because the hairs themselves have been cut off at the base and won't be tapered.

its always good to cut your hair every so often, but i don't know about the 'straighter'-bit though....i don't think so...
