The Ironman at 8 + hours of effort is the toughest single day competition there is.
The Tour de France though is 3-6 hours of biking each day for 20 days with only 2 days off in there is probably tougher end to end.

If you are comparing a one day Ironman to one day in the Tour's mountain stages, I think it would be close. The tour though is 20 stages!! In both sports you are talking about athletes at the top of there ability.

Definetely Ironman. Let's be honest: Do they need anything but endurance/strength in their legs to win the Tour e France. In the Ironman(and all other sports) you need other parts of your body to be strong. Even in soccer, you need a strong forehead:)

Competitors in both events are very capable of excelling in any athletic activity they decide they want to do.
Thats why they are at the highest levels of their sport.
