People say "don't get involved", in the military the enlisted people say "never volunteer", because those are considered deeds/tasks that you do not have to perform. So, If you perform a good deed, and your performance is not so good, or not up to someones expectations, and they are your superior - they take it out on you. This happens frequently enough that the saying became popular, meaning don't volunteer or you will bring notice to yourself and get negative praise.
An example: You stop at the scene of an accident and put a t-shirt onto a bleeding victim. You save the persons life, but they get an infection from your t-shirt, then they get lawyers and sue you. No good deed goes unpunished.
But that is not the way to live your life, just because people have cute little sayings does not make them right.

No good deed meaning bad deed will definitely go unpurnished.There is saying that one good turn deserves another. In the book of bible it is explained that whatsoever you sow, you shall reap either on earth or the life after.
Let illustrate with a farmer planting lets say 3 cornseeds in a soil.He is not going to reap that 3 corns but in hundred folds or even more.
So applying the law of nature and even considering the fact that all things being equal(ceteris paribus), one will reap whatever you sow whether you accept it or not.

Well rustskipper got most of it. I just want to add the other part is you do something good and people start to expect you to do things. So soon you aren't appreciated for doing things. You are now EXPECTED to do things.
