I'm so sorry for you...I've been there.
You must tell her how you feel. There's a high chance she likes you the same, but can not make the move because she thinks it's not right since she's the one who's going.
If you tell her that she means alot to you, and you can really make tons of communication with the girl, like once a day live chat...for several months, and meet up once every 2 months or so... I think it would work out.
The key point is communication. Lacking this will lead to desaster.
You must be very careful on this, since she IS her, the only one in the world, and NO ONE could replace her. Seriously. If you are really in to her, you must not loose her!!

Let her know exactly how you feel. Do it before its too late! If she feels the same, that's great. You can work from there. (If she's really worth it, you'd travel to the end of this world and back just for her.) But if she doesnt feel the same, you will be glad you let it out and let her know how you feel. Knowing that, you can move on with your life and not have to wonder what would have happened if you told her. Live life to the fullest and never have regrets, because you only get to live life once.

Keep in touch with her, you never know what will happen. Get her a NICE CARD(read the card, make sure it says just what you need to get across, OR better yet WRITE HER A LETTER), and some PRETTY flowers (not roses, something good during this season). Also grab her a small keepsake. omething like a NICE keychain, a picture of you two.
If you like her, you want her to think of you at times without you calling her, so something she can look at, or touch that will remind her of you should keep you her thoughts at times.
I;m sure you have all of her contact information, but just make sure you get her new addy, email addy, cell and home phone.

Honestly just be straight up honest with her, you said you guys are good friends. So no matter what you say you will still at the least have that. So you have nothing to lose it's better to ask and possibly fail then to wonder what if your whole life. Life is short take a chance and I wish you the best my friend.

Be honest with her. Tell her what you feel before she leaves and then you wish you had told her. If she feels the same she will probably try to stay or do something to make it work. But dont you think that you should have told her sooner???? I mean you know she was leaving and now you have wasted so much time...... good luck hope she likes you
