Do you have insurance on a vehicle of your own? If so, call your agent and ask them if that coverage will cover a rental car? If it will, take a copy of your coverages to the rental car company and decline all additional coverages.
Some credit cards offer coverage for rental cars, so you could check to see what is offered by your credit cards.
If you don't have any vehicle insurance, you definitely want some kind of coverage. Even if there is only minor damage, you could find yourself liable for a large amount. Not only will you have to pay for the repairs, you'd also have to pay for the lost rental fees while the car is being repaired.
No matter how careful you try to be with the rental car, you can't foresee every possibility.

It is necessary if the insurance provider on your own vehicle doesn't cover rental cars. Be careful, some insurance providers state that if you are renting a car you are covered only if your car is not being used. Therefore, if someone else is driving your car (spouse, friend, etc) while you are away, then it is not covered. Some credit cards (Amex) cover rentals as well.
Each rental branch is responsible for it's own fleet. So they are supposed to make sure you are covered. If you decline their coverage and don't have coverage of your own, they will make sure to get the money from you because it comes out of the managers bonuses if they don't

Depends on many factors.
1) Did you pay by a credit card that covers the Collison Damage Waiver (typically Gold Visa/MasterCard)
2) Does your own auto insurance have a rider/endorsement to cover rental cars.
If the answer to 1 or 2 is yes, you don't need rental insurance.

most of the time no it is not. you can carry your car insurance from your own car over to the rental. some car companies vary on what their policies are but if you do not get the insurance on the car it can be expensive if something happens. i went down to florida this summer and didnt get the insurance b/c i figured that i was'nt going to need it. i wished i had b/c i had the car parked under a tree and a branch fell down and put a little dent in the trunk and it cost me $750 to repair.

If you have your own car insurance, it may cover the rental. Read it carefully, or call your agent and ask. If you don't own a car, you MUST get insurance for the rental.

In Indiana, No. But ask your agent.
Here, if you have a fully covered auto, it will extend to the rent-a-car if you wish. I think if you wreck it, the accident will follow you around on your record, as if you got rental insurance, it wouldn't. But ask your agent just to be sure.

If you want to be safe, yes. Otherwise no. Some states have lawas where it is required.
Also, most insurance companies let you use your own insurance.
