My girlfriend and I are travelling back to our homeland for the 1st time in 4 years for her family gathering. Do I propose on the day of the party, and her family can celebrate that night, or do I wait till the next day when they've gone and we're alone?

For sure you want to propose in private BEFORE the gathering. If you ask her at the gathering she might feel pressure to give an answer on that day.
If she says yes, congratulations! You can announce it the party.
If she says no, chin up and help her enjoy the party with her relatives with no strings attached. If you are likely to be miserable with a negative answer then you are better off waiting until you get back.

You should propose on the day of the party of course!!
Your GF's parents will be extreemly happy for you both, and would be ashamed to miss your celebration if you asked her afterwards.
Way to go, party for 2 reasons!
