I don't have the money to buy anything better and I really like both of these. I can get each one for the same price of $500 too.

Definitely any Fuji over a Raleigh anytime...
Raleigh (and Diamondback) are no longer the good quality they used to be...
I prefer Specialized.

about your ? i have a 1971 fuji that ill sell you cheap its in good shape and it haze new tires neds a littel tlc but its a very nice clasic buy and i think it could be a colectores itemto the right person its a 10 speed touring model very light and all is working been in the barn for over ten yrs now in shape from one to ten id give it a 7

Ride them both... and see which one you feel most comfortable on.
And the components - which one has the better component spec.
