It won't hurt them, but why would you want to? I have seen white dogs dyed green for St Pattys day and so forth. It washes out over time - not in just one wash.

Food color will not harm the dog. I really doubt if the dye will stick to the fur. If the dog is not white or very light, you probably wont see any color change.

If you're going to use food coloring, mix it like you would to do easter eggs - it may need a bit of vinegar in it help it bind to the hair, so be careful of the pup's face. I have friends who dye their white cat every easter. She will sit still for it. The pup may not.... This is my limited experience with dying animal hair.

use a packet of kool-aid. it will last longer. i tried to dye my hair with food coloring as a kid and when it got wet, the food coloring ran and made a big mess.

Do it before the cold weather comes, dogs have special oils in their fur that keeps them warm and waterproof.
