I think the air horn is a great idea. I let my dogs out early in the morning also, usually about 3:30, but if I hear them make a noise, I bring them right back in the house. Do you have her phone number? If so, I'd just start calling every time the dog barks or go ring the door bell. You want to do something that really only effects her, and not your other neighbors, as the air horn would. Of course, I am sure that everyone around shares your opinion, and might be willing to assist you in the cause. Don't call the dog warden, that's not in his jurisdiction usually, call the police - it's a nuisance law and they should be able to fine her after so many calls.

How annoying! Are there other neighbours? Perhaps you could all band together to complain to her, and if that doesn't work, complain to the police. After all, I would classify that as crime prevention. You might also call the local animal shelter. They might have some ideas for you.
If you resort to the airhorn, you might consider enlightening her musical outlook as well - E. Power Biggs at the organ at top volume.

Dog warden? Is that like the equivilant of our bylaw enforcement officers. I was going to say report them to the police. I am Canadian there are laws against letting your dog bark. They will fine her I would imagine.

my nieboughers dogs bark at 4am to i`m thinking of reporting them.
i mean my dog dosen`t bark no stop, its like these people let there dogs bark
just to annoy us.
try calling the bylaw and then if they do nothing report them to the police, there is a noise bylaw that should be followed.
try that.

You could ask your neighbor to fit an anit barking collar during the night. It doesn't harm the dog in any way.

get a water gun and when it starts squirt it.
i have this same problem with a westie next door who barks all night, 12 O'clock, 1:30, 3 O'clock etc.
what i did was when i heard her bark i opened my window a whisled to get her attention said her name so she know i was talking to her and told her off and to SHUT UP!
my neighbor doesnt mind and now when she does start all i have to do is whistle and she goes back inside.

just one thing to do .you buy one dog that is more firocious than that dog and wake up at 4:30 am and make him bark moreloudly than your neighbours dog.
