Not as long as it stays a fantasy and doesn't become reality. Unless it involves children or close relatives or pets (especially small ones like hamsters), then you need to get some help.

What you mean by illegal, I feel you want to say immoral, if so There is No immoral or moral if you have any fantasy and you fulfil.
If your HEART beats for anyone, then there is nothing immoral(illegle in your words).
