I can understand before and after but how can a man say that during kissing. Women always ask for the impossible. It is hard for mere mortals to try to fathom the way a womans mind works. There is a saying that god created earth and then rested, he created man and rested then he created woman and no one has rested ever since.....Hahahahaha

Not all women are like that...but the one's that are, need to feel reassured. I mean some women have the constant need to know if their partner is still love with them, and so if you kiss a woman, an act of love, and she still feels uneasy about your love for her, then you will have to say I love you to reassure her. Note, that not all women are not like that.
The other reason is some women like to hear it because like men (who are visual creatures), women are auditory creatures and need to hear i love you, to feel happy, giddy, excited or even turned on. Furthermore, it kinda states that you are committed to stand by love and since love includes the two of you, then you are willing to commit to her and stand by her as well.

Its because "kissing" should be done by two persons who really love each other. That's why the words "I LOVE U" was included in the package of kissing ;p

It's their way of making sure that what you have with her isn't a momentary fling.Women tend to like long relationships and "I love you" means your willing to commit to a long relationship.
