layers blend. steps are chunky and are obviously seperate levels.

Layers blend in better and steps are obvious...and anyone who cuts steps into the back of someone's hair needs their license revoked, it looks horrible.

Layers are gradual they go from length to length slowly...and steps are like chunks of different lengths of hair.

step cut is cutting in steps and layering is cutting it in layers . its somewht like razor cut
