Try this ... before you head off to bed the night before, while your hair is damp/wet, french braid your hair (or have someone else do it). Make sure the braid is tight and thick, when you wake up the next morning apply something (biosilk, paul mitchell's super skinny serum) that will reduce the frizz. Add a little gel if you'd like, but NEVER NEVER comb/brush through the hair the next morning as it will PUFF up.
Another thing to try is when you come out of the shower, take a handful of gel/mousse(depending on the thickness and length of your hair) and scrunch it into your damp/wet hair letting it dry and you should get some nice messy waves as it will weigh down throughout the day as it dries, and as the product dries. A little spray afterwards for either methods and you should be okay.

Oooh! Finger-waves! I went to Cosmetology school in the 70's, and we had to learn finger-waves. We had to do finger-waves for our State Boards. Hmmmm....
To accomplish finger-waves, you would first have to put gel on your hair and work with it that way. The whole premise of finger-waves works on a C pattern. The first line of the wave is the open part of the C, and the next line of the wave is the C going in the opposite direction or the closed part of the C. Can you picture that? Finger-waves are difficult to do on yourself, and I doubt that anyone in a salon would be able to do these for you either anymore.
Do you think you could do pin curls? If you did a row of loose pin curls using the open C idea going in one direction (securing them with a clippie), and then the next row of pin curls going in the opposite direction, when you lightly comb out the curls, your hair should look like loose waves.
You might even try this with small rollers, using small sections, and stretching the sections in the direction you want the wave to go. Over-direct all the rollers in the open end of the wave toward the back of your head, and the next row, the closed part of wave towards your face.
All finger-waves that start with an open end. Look at your avatar and see how the waves go starting at the top of the head.

I think you should have the hot roll curlers in the morning for about 15 minutes spray it lightly with hair spray and after a while it'll fall out and you'll have wavy hair. :]

wet it then towel dry it so it's damp. take a dollop of styling wax and put it all through your hair. then seperate your hair into 4-6 even sections and twist the section tightly, but losely enough to let air go through them and pin them to your head. let them dry or blow dry them. then let your hair down and finger through it.
Note: this only works if your hair is completely dry! requires some patience!

get a permanent wave. dont let them roll it in jsut one roller though. get what is called a butterfly roll.. they use two rollers. If your hairdresser doesn't know how to do that, then ask for a spiral perm. it will give you the nice waves you want.
