Every place that has people has gettos....or ghettos, as it's properly spelled.
More than often, they're called slums. The first Ghettos, were set up in Poland, for Jewish people, during world war two. Then as the tide turned against Hitler, the Jews tried to rebel, and the Russian army stopped, just long enough for the Jews to be wiped out. Then, the Russian army continues it's march.
Some of the largest Ghettos, are in places like Brazil, Sweden, America, Russia, and even several places in England.
To get a slum, it's not hard, just have an industy that supported a lot of people go out of business, let it run down over 10 years, and poof, there you go.
The other method, is a large city, like Denver Colorado....and then have the middle of the city fall apart....no one takes care of the buildings, gangs take over, and it's a curse called urban blight. Not pretty.

Oh boy, I did it now. The taxes just went up in Canada again. It is now 107% of everything you have or think you should have. That will eliminate the have's and fix all the have not's. It's a wonderful country.

Canada can't have ghettos. Its a lazy country, where no one works, everyone is afraid to fight, and they all live off of the government.
