If I understand you right, you mean simply everyone of the human race when you say 'people'. Now, even if it were possible, there are a few important things to be considered.
1. You are making a fundamental assumption that everyone wants to be happy. Some may choose to contend this.
2. When all of us are happy, there is a kind of homogeneity. This is highly improbable. All of us are not sick at the same time. All of us never experience the same physical or emotional or intellectual state simultaneously.
3. Some may also argue that the state of being happy is real and worthy of being experienced only when it is intermittent. Being permanently happy may not after all be a desirable state.
4. Again, some might say that, if everyone were happy at the same time, literature and art of the poignant variety may be lost for us. If we are not inspired by something that moves or touches us deeply, we may not create anything that is artistic that springs from grief and compassion.
5. What about those who can be happy only when they make some others unhappy? Don't we see individuals and even nations prospering at the expense of others?
Finally, to give your question a twist, if everyone of us selflessly desires the happiness of all others (and tries to do what it takes to fulfil that desire), there is a chance, perhaps infinitesimal, for universal happiness to prevail.
But then, you are wishing for something you believe is good for the whole world and, only 29 days out of 30, which is so beautifully innocent. I salute your generous spirit.

It depends on who you ask. I could probably find people who would say 'of course I'm truly happy'. I suppose it's all in how you look at your life, and how good you are at being thankful for what you have and finding good in every situation.
And if we were never anything but happy, we'd be miserable because happiness seems like a relative thing.
Not the words I'm looking for, but hopefully this makes some sense.

yeah that would be great but life is all about balance, we have to experience the opposite of happy sometimes in order to grow in this life... happines comes n goes... true happiness is found within.
