Very good answers above.

A VOR is a passive transmitter that simply transmits magnetic radials. Your aircraft can then determine which radial it is on from the VOR. A VOR, by itself, cannot be used for distance information.

A TACAN functions the same way as far as the pilot is concerned, however, works quite a bit differently. Your aircraft's TACAN unit sends out an "interrogation signal" on a specific frequency that is paired to the TACAN channel. A receiving TACAN station will receive the interrogation signal, calculate exactly which radial and distance you are on from the TACAN, and transmit that information back to your aircraft. Unlike a straight VOR, it does have distance information.

A VORTAC is when you take a VOR and a TACAN and combine them into one station. You can use it as a VOR and get distance information, or use it as a TACAN (which always has distance information available).

A VOR/DME is a straight VOR and the distance measuring side of a TACAN, but not the entire TACAN, combined into one station. You cannot use it as a TACAN, however, you can use it as a VOR and still get distance information from it.

These stations are quite expensive. It costs about $1,000,000 for a full blown VORTAC. As such, they try to save money using just a VOR, a TACAN, a VOR/DME, etc. whenever they can, unless it is necessary depending on the operation, the amount of traffic, the type of traffic, etc., that will be using the station.

The VOR system is the backbone of air navigation in the United States and most other countries. You may have seen them from the air, while driving through the country or at an airport. They usually are round buildings, about thirty feet in diameter with a cone sticking out the top. Many are painted in a red and white checkerboard pattern.

VOR is an acronym for Very high frequency Omni Range. VORTAC is the same with TAC standing for TACAN, a military designation for it's distance information on a VOR signal. VOR/DME is a VOR with Distance Measuring Equipment co-located at the site.

A VOR provides omni directional navigation with 360 radials for tracking about the compass point. A VORTAC does the same thing and also provides distance measuring through an additional frequency added to the VOR frequency.

VOR
The Very High Frequency (V...HF) Omnidirectional (O) Range (R) navigation system, VOR, was probably the most significant aviation invention other than the jet engine. With it, a pilot can simply, accurately, and without ambiguity navigate from Point A to Point B................................

VORTAC
Very High Frequency (V...HF) Omnidirectional Range (OR) station and/or Tactical Air Navigation (TAC). As explained above (for VOR) VORTAC is same with TAC standing for TACAN, a military designation for it's distance information on a VOR signal. VOR/DME is a VOR with Distance Measuring Equipment co-located at the site........................................
