Go in the spring, AC's are not all that common everywhere and your charming cheap hotel most likely does not have one.
Summer is vacation time: expensive + many tourists
Fall can be rainy
Winter: unless you go for the skiing, it is not the perfect time to travel
Spring means good weather, outdoor fun... everything.

Generally, I have found both France (and Japan...though Asia) in April...very enjoyable...It's cold from Oct until March at both places. Summers are enjoyable.

i'm from the desert, well, the uae, and i went to paris in summer and brought longsleeved clothes. i hated it. i had to go buy summer clothes.
so if you're in a hot country, go in the winter or maybe feb
if you're in a cold country, go in june or july!
