You should probably call the police or someone who can help it. Is it a friendly dog? If you don't know, don't try to approach it. You never know how vicious it could be. I hate to see animals left like that. A lot of my friends have picked up abandoned pets, from a dog on the side of the road to a cat who jumped into their car at McDonald's. Just leave this dilemma to someone professional. There are definitely people who can help it.

On the freeway or in town or next door to you? What why did you wait to ask here. Don't you know how to care for an animal that is being abused? Side of the road would be human society or an animal shelter. Or stop your self and see if it is okay and has water or food. Owners went for help.or is it abandoned.

I think you should go to the dog give it some food and let it go free or call the shelter to take the dog you would do the right thing

I would frist call the pet pound becuse you dont know what the dog might have.Then If its still at the pound ask them if you can safe take it home.That would be the right thing to do.
