My top layer of skin peeled off, but the skin that is left on my shoulders feels dry and itches like it is going to peel also. Is this normal?

Probably peel several times depending on the depth of the burn.

yes, a severe sunburn can peel more than once. depending on the severety of the burn, it can peel once blister and peel again. it's normal for severe burns to peel more than once.

gotcha' a good little burn didn't cha'? Try aloe vera gel. It won't stop the peel, but it's the best for a burn. There's a brand called Ocean Potion "ICE". It relieves the burn.

confident it particularly is rather regular...it may well be undesirable if it became no longer peeling because of fact meaning there's a burnt layer of epidermis on you and that's no longer solid...only placed lots of aloe and lotion on it and it may well be long gone in a pair of days!!! :)
