Contact any of the Public Sector Banks (like Oriental Bank of Commerce, Corporation Bank, State Bank, etc). These banks have implemented the Education Loan scheme formulated by Reserve Bank of India (with some customisation) whereby you can avail Education Loan upto Rs 14 Lakh for studies abroad and Rs 7 Lakh for studies in India at 9 to 10% per annum. The repayment will start after 6 months of completion of education or on his getting a job (whichever is earlier). During the period before the start of repayment, the interest applicable is Simple Interest. However, to avail such facility, he must get admission in some institute which provides Professional Coursesapproved either by AICTE.
Ask him to prepare sinecerly for Engineering, Medical, or any other professional courses. My best wishes to him.
