People might disagree with me on this, but I would say jog first thing in the morning.
It might seem a little difficult at first, especially if you're not a morning person, but the benefits or immeasurable - off the bat, before you've even raised your hand to do any amount of work, you've already accomplished something, thanks to charging up the battery first thing in the day.
Jogging in the evening may not be bad, but remember, you may not be always motivated after a full day's work

Usually morning is best. Even if you have a light snack before your run-like a half bananna or something, you will burn more fat, because you haven't had any intake of energy over night.
As posted above, it is usually safer, and cooler.
The other point, is biorythms...some people feel great in the morning, and feel good exercising...some feel better in the afternoon, and some evening. Take into consideration where you live, where you can run, your schedule, and how you feel during the day.

I usually go in the morning, but it all depends on where I am when I am running. Since I travel frequently, when I run depends on the crime rate of the country and city that I am visiting. If I feel that my safety may be at risk, I will run during the middle of the day or at anytime that it's daylight. Of course if you run on a treadmill, then that doesn't matter as you are inside.
I like running in the morning because it get's the run out of the way. In cooler weather, I go around lunch time. I have been running for 17 years and if I don't get my run in early, then it's harder for me to get out after a hard day of work and commuting.
The bottom line is that it will be whatever your preference becomes and what you feel more comfortable in doing. As long as you're running and enjoying it, then what does it matter when you run, just as long as you run, right?

in this heat it would be better either early in the morning, or late in the evening... actually, this is a good policy at any time of the year. you normally don't want to jog late at night alone... that's just common sense. and during the day can be hard to arrange unless it's at the time's i've mentioned.

personally, i prefer the morning air...all of the pollutants have settled & the air is cleaner (i live in the city). plus, being a woman, i feel safer in the morning. if it's early morning, i try to meet up with a group so that i'm not alone.
i keep my cell phone with me also - even though i turn it off, if something should happen, i have a resource at my disposal. safety first!
