Because brown sugar can be lumpy. By packing it you fill in the air pockets and get an accurate measurement.

brown sugar is lumpy and tacky...pressing it into a container presses out any air pockets. difference of 1 cup packed brown sugar and 1 cup unpacked brown sugar can be as much as 2 ounces.

when it says packed brown sugar in recipe it means to pack it down in the measuring instrument your using so you can fit more in there to make whatever your making sweeter. You don't have to though.

It is how you can the most accurate measurement because it tends to clump together and often what seems like a cup might not be as full as it needs to be, to actually BE a full cup.

it's simply the standard way to measure brown sugar.
if it is YOUR recipe, measure it however you wish.
I say it is better to weigh it.
