70% alcohol is all that is required to effectively kill 99.8% of the most common disease causing germs. Because of this there is no need to use a stronger mixture. Especially when you consider that the less diluted strength is more dangerous to store, because of its extremely high flammability, and is more poisonous if swallowed. Home medicine makers always try to use the "least effective dose" so as to cut down on their own liability and to increase profitability. 100% alcohol will not burn the skin unless continuously applied. In this case it removes all of the oils from the skin and causes excessive dryness that is very difficult for the skin to overcome naturally, causing cracking and painful irritation.

I didn't know that -- I would think 100% alcohol would work pretty well. The problem with 100% alcohol is that it dries so rapidly and it's really liquidy, it doesn't stick to the skin very well. I know because I work with the 100% all the time in my work. The stuff they add to Purell, etc. is mostly glycerin & skin moisturizers to help it to "feel better" and not dry out your skin.
Btw, contrary to what other ppl are saying here, 100% ethanol doesn't burn your skin. I get on myself all the time -- I think the main problem is it dries so rapidly. Maybe 70% ethanol is better because it sits on your hands longer and kills the germs better. Also it's much less flammable! 100% ethanol is quite flammable (I also know this from 1st hand experience -- and not on purpose!)!!

Because 70% alochol is diluted in water, and water is the "universal solvent".
To delve into a little bit of chemistry, water is good at breaking up dirt due to the polarity of its molecular structure...plus alcohol needs polar molecules (such as that of the water) to help separate the oxygen-hydrogen bond that exists on alcohols...if the bond isn't broken, it just stays together and wouldn't do much to wash away dirt.
There are many more chemical explanations that cause this to occur, but I won't go into that...haha.

100% alcohol will burn you. Even if you were putting it on non-damaged skin, it would burn! Now just imagine putting something that will do that into a wound. Eeee, makes me cringe.

100% alcohol evaporates so quickly that it doesn't have enough time to disinfect. 65% doesn't evaporate as quickly
