I think it was written by Woody Allen. It's an after-thought actually, not so much a commandment ,as it is a profound observation:

There are many comandments in the bible. The Ten Comandments were made for structure to show that God expected us to follow Him. However, they are not the only commandments we are given in accordance to the bible. Which is the word of God.

The 11th commandmen was given to us by Jesus in the New Testament. It is more commonly called the Golden Rule: Treat one another the way you would want to be treated.
