More than one part to this one:
1.) Cheating
2.) Writing or drawing on one's self is often a cry for help or an outlet for a more serious form of a mental disorder... may be in the line of self mutilation (i.e. cutting of wrist)
3.) Personal opinion... its trashy

to prevent cheating. some people write the info they need for a test on themselves in code so that they have a cheat sheet, it is easier for the administration to ban it all together than to look at things on a case by case basis.
personally, I think that ALL zero tolerance rules are a bad idea.

they think it will help us cheat if we write on ourselves...i think the rule is retarded myself....mostly if we write on ourselves its like a phone # or something
